Chino Montessori School is proud to offer three programs: Tuition-Based, California State Preschool Program (CSPP), and General Child Care and Development Program (CCTR)!

tuition-based program

Children, aged 6 months to 5 years old, may be enrolled at anytime during the regular school year based on slot availability.

california state preschool program (CSPP)

The California State Preschool Program (CSPP) is a a state-funded preschool program that provides free or subsidized preschool education for children that are 3-4 years old, from eligible families.

elegibility and criteria for cspp

Unless otherwise specified in this section, to be eligible for full-day CSPP, a family shall meet both eligibility and need criteria as follows:

Eligibility Criteria

  1. Family is a current aid recipient
  2. Family is income eligible;
  3. Family is experiencing homelessness; or
  4. Family has children who are recipients of child protective services, or are identified as at risk of being abused, neglected, or exploited.
  5. Child has a disability (only the children in the family with disability may enroll under this eligibility criteria)
  6. Family who has a member of its household who is certified to receive benefits from a means-tested government program is categorically eligible.

Need Criteria

  1. The child is identified by a legal, medical, social services agency, transitional shelter, emergency shelter, Head Start program or Local Education Agency liaison for children and youths experiencing homelessness pursuant to 42 US 11432(g)(1)(j)(ii) as:
  2. Receiving child protective services,
  3. Being neglected, abused, or exploited, or at risk of neglect, abuse or exploitation;
  4. Experiencing homelessness
  5. The parent(s) are among the following: Employed, Seeking employment, Engaged in vocational training leading directly to a recognized trade, paraprofession or profession, Engaged in an educational program for English language learners or to attain a high school diploma or general educational development certificate, Seeking permanent housing for family stability, or Incapacitated.


Other Considerations

  1. After all children have been enrolled pursuant to the eligibility and need criteria above, our School may enroll CSPP three-year-old and four-year old children from families whose income is no more than 15% above the income eligibility threshold may be enrolled.
  2. After all eligible children have been enrolled pursuant to subsection (a) and (b), our School may enroll CSPP three-year-old and four-year old children from families that meet the eligibility criteria but do not have a need for services.
  3. After all children have been enrolled pursuant to the above subsections, our School may enroll three and four year old children, without establishing eligibility or a need for services, if the CSPP neighborhood school and the family reside within the same attendance boundary of a qualified FRPM school. 

cspp admission priorities

5% Set-Aside for Children with Disabilities: 5% of CSPP funded enrollment is reserved for children with disabilities regardless of income eligibility. Children with disabilities do not have to qualify with income eligibility or another eligibility category. 


However, these families must self-certify their income to determine priorities for enrollment and for assessment of a family fee. To the greatest extent possible the children will be enrolled in income ranking order.  If two or more families have the same ranking, the family with the earliest application date will be enrolled.  The family must also meet a need criterion.  


It is important to note that only the child in the family who has disabilities may be enrolled under this eligibility criteria.  For everyone else, the following priority applies:

  1. The first priority for services shall be given to three-year-old or four-year-old children who are recipients of child protective services or who are at risk of being neglected, abused, or exploited and for whom there is a written referral from a legal, medical, or social service agency.
  2. Once the set-aside for children with disabilities is filled, the second priority for services shall be given to all three- and four-year-old children with disabilities from families with incomes below the income eligibility threshold. This priority is for children with disabilities that are enrolling in CSPP after the percentage of funded enrollment set-aside is filled.
  3. The third priority for services shall be given to eligible CSPP children who are not enrolled in a state-funded transitional kindergarten program AND family meets a need criterion.  Families are prioritized with the lowest income ranking first.  Dual language learners are prioritized if 2 or more children are within the same income ranking, then based on child who has been on the waiting list for the longest time. 
  4. The fourth priority shall be given to eligible children whose family income is not more than 15% above income threshold AND family meets a need criterion (limited to 10% of funded enrollment, excluding children with disabilities).  They will be prioritized as follows: Children with disabilities in income ranking order, and then children in income ranking order.
  5. The fifth priority shall be given to families that meet the eligibility criteria but do not meet the need criteria.  We prioritize children with the lowest income ranking first 
  6. After all otherwise eligible children have been enrolled in the first through fifth priority categories, the contractor may enroll the children whose family resides in the approved Neighborhood School Boundary.  We will prioritize based on the order of income ranking.

general child care and development program (CCTR)

General Child Care and Development Programs, including CCTR, are state-funded programs that use centers and family child care home networks administered by public/private agencies and local educational agencies. These contractors provide child development services for children from birth to 12 years of age, as well as for older children with exceptional needs. 


These programs provide an educational component that is developmentally, culturally, and linguistically appropriate for the children served. These programs also provide meals to children, parent education, health referrals and social services for families, and staff development opportunities for employees.

Eligibility Criteria

A family is eligible for childcare and development services because the parent(s) is: 

  1. A current aid recipient, 
  2. Income eligible
  3. Experiencing homeless, 
  4. One who has a member of the household, counted in the family size, is certified to receive benefits from any one of the following means-tested government programs: Medi-Cal, CalFresh, The California Food Assistance Program, The California Special Supplemental Nutrition Program for Women, Infants and Children (WIC), The Federal Food Distribution Program on Indian Reservations, Head Start, Early Head Start, CalWORKs child only cash aid, or any other designated means-tested government program, as determined by the department. 
  5. One whose child(ren) are recipients of protective services, or whose child(ren) have been identified as being abused, neglected, or exploited, or at risk of being abused, neglected, or exploited.

Need Criteria

  1. The child is identified by a legal, medical, social services agency, transitional shelter, emergency shelter, Head Start program or Local Education Agency liaison for children and youths experiencing homelessness pursuant to 42 US 11432(g)(1)(j)(ii) as:

CCTR admission priorities

First Priority

Our Center shall give first priority to families whose children are recipients of child protective services, or who are identified as neglected, abused or exploited or at risk of being neglected, abused, or exploited. 

Second Priority

 All children and families who are not within the first priority for admission shall be admitted in accordance with family income, with the lowest income ranked families admitted first, based on the following priority: (1) Exceptional needs child, (2) Dual-Language learners, (3) Earliest application date.


  1. For purposes of determining the order of admission, families with the lowest gross monthly income in relation to family size as determined by a schedule provided by CDSS shall be admitted first. Public assistance grants are counted as income. 
  2. When two or more families have the same income ranking, the family that has a child with exceptional needs shall be admitted first. 
  3. If there is no family of the same priority with a child with disabilities, the family of the same priority in which the primary home language other than English shall be admitted first.
  4. If there is no family of the same priority in which the primary home language is a language other than English, the family of the same priority that has been on the waiting list for the longest time shall be admitted first.
